What about International Funds for Vaccine Development?

As an article on the BBC suggests, big pharmaceutical companies aren't into the development of a vaccine against COVID-19, since previous approaches targeting outbreaks like 2014's ebola, resulted in economical losses for the businesses. Yet there is still some research made out by academics, and mainly small pharmaceuticals (take a look at [1], [2], [3], [4], [5], [6]).

To boost vaccine research against other possible outbreaks, of novel viruses, we could actually think of the creation of strong national or international funds to increase vaccine research mainstream. Vaccine research must be strongly promoted by governments since capitalism appears yet to be that insidious to produce them on its own.

Then after en masse research, and the conduction of trials; the triumphant entities on a successful vaccine would be the ones that get some of their expenses, on the research, covered by the fund.
